Slavery in the Empire
Since ancient times, slavery has been acceptable in the Empire. It was seen that every citizen already was a slave to their family and to the Empire itself, so enslaving was seen as only “renting” out the ownership from the Empire.
There never was a slave caste, nor were slaves treated harshly. Usually, they weren’t even slaves for long. Slaves were usually working to clear a debt (going to war against another family was also seen as accruing debt to that family, in the case of being captured).
When the Curse of Undeath began to sweep through the Empire, the general consensus was that the Undead were no longer citizens. You can’t enslave someone who is not a citizen, as much as you can’t enslave a factory or an axe.
